It will be a "town hall" type of format. However, it is "planned", not impromptu - nothing "random". Questions and questioners have been pre-screened. A group of 80 uncommitted voters were chosen by Gallup. Candy Crowley, CNN moderator (and helpers), decides who in the group will get to ask a question. She says they will try to get as broad a range of questions as possible. No one else will know the questions in advance. Here's the part I don't like ... these uncommitted, random voters chosen are all residents from Nassau County, NY. I don't feel it's a good representation of the entire country with all of the questioners coming from the same place. Different areas of the country have different questions and challenges so we probably would have different questions. Also, the uncommitted voters had to meet certain "criteria" to be chosen as one for participation.
