"Dumpster diving not allowed; city makes garbage scavenging illegal"
Kearney City Council adopted an ordinance banning scavenging in garbage cans. This ordinance makes the offense a misdemeanor. The dumpster diving did not stop entirely. Occasionally, I've seen a few people in the dumpsters behind work. I don't turn anyone in. Most, obviously disheveled, down on their luck, or just plain poor, were looking for "leftovers" either for themselves, or for their pets. The activity has curtailed.
Personally, I thought that was low on the list of things that the City of Kearney could work on; I mean, c'mon.
Here we sit, a year and a half later. I still see dumpster divers, however, it might be a bit more difficult to catch these predators red-handed, or to give them a penalty. These predators are more of a problem to "downtown on the bricks" than the human predators looking for a meal.
